As part of affordable housing reform effort, New Jersey Governor Christie eliminated the controversial Council on Affordable Housing (COAH).  The Council on Affordable Housing (COAH), a 12-member board responsible for administering the state’s affordable housing laws, was constantly under attack for being overly bureaucratic.

Governor Christie’s reorganization plan included consolidation of the statutory functions, powers, and duties of the Council on Affordable Housing (COAH) with the Department of Community Affairs (DCA). The New Jersey Legislature did not disapprove of the plan, which went into effect August 29, 2011.

On September 15, 2011, the reorganization was officially completed when the Department of Community Affairs (DCA) took over the affairs of the Council on Affordable Housing (COAH).

According to the Department of Community Affairs (DCA) Commissioner Lori Grifa, “[t]he goal of this reorganization plan is to put an end to this hopelessly complex and outdated system – and provide affordable housing opportunities to our most deserving residents.  The Governor’s plan addresses the needs of both the providers and beneficiaries of affordable housing in New Jersey by organizing all programs within a single regulatory body…By consolidating the authority for housing within the Department of Community Affairs, we will not only reduce bureaucracy in the system, but foster greater predictability for all players in the affordable housing arena.”
