Affordable Housing and Tax Credit Developments in DelawareMarcus Henry to run New Castle County Department of Community Services

This blog has not focused much on the political happenings in Delaware, but with Senator Chris Coons being elected U.S. Senator and New Castle County Executive Paul Clark moving to the New Castle County Executive position from New Castle County Council President to finish Chris Coons’ term running the New Castle County government, there have been some changes in positions that impact affordable housing in Delaware (admittedly I summed up weeks of articles in one sentence).

Marcus Henry has served as the Director of Development for the Wilmington Housing Authority (WHA) and, by virtue of that role, I imagine, he was a natural choice for New Castle County Executive Paul Clark.  Marcus Henry has 10 years of public sector experience in program management, public policy and research.  He also has six years of experience in affordable housing, brownfield redevelopment and real estate development.  While at the Wilmington Housing Authority (WHA), Marcus Henry was responsible for managing the nearly $20 million of ARRA stimulus funding the Wilmington Housing Authority (WHA) received for its capital projects.  He also supervised all construction-related activities and redevelopment of Wilmington Housing Authority (WHA) properties in the City of Wilmington as well as the development of various types of multi-family projects within the City of Wilmington, including Low Income Housing Tax Credits (LIHTC), public housing, and project-based section-8 housing.

The Department of Community Services provides a variety of services to New Castle County residents and visitors through Libraries, Community Development and Housing, Sports and Recreation, Senior Services, Rockwood Mansion and Park, and various events.  With respect to affordable housing issues, the Department of Community Services administers the Section 8 voucher program for New Castle County, the New Castle County HOME Program funds and more.
